I competed in High School and have judged every year since. I have judged State and Region as well. I have not judged Congress. I have judged UIL and TFA.
I did not compete in college, just judged, but I am a rhetoric communication specialist.

Policy priority: Communication skills and resolution of substantive issues are of equal importance
Evidence philosophy: Quantity of evidence and quality of evidence are of equal importance
Paradigm: Too many teams or coaches allow participants to blankly ignore the rules because they may have a good argument or presentation It forms lazy debaters and bad habits. So, if a team has a great argument but doesn't adhere to guidelines taught (even basic ones like cross talking or not evidence assumption) then I will hold them accountable. Once we get past the basics, then I look at argumentation over presentation.

Again - RULES! No drops and stay on topic. If you can manage to do that, then argumentation over presentation.
