Appealing a District Executive Committee Ruling

1. Complete the “Request to Overturn District Executive Committee Ruling” form OR contact Caroline Walls (cwalls@uiltexas.org) for DocuSign link.

2. Submit completed appeal form and any evidence relevant to the case to Caroline Walls at cwalls@uiltexas.org or fax to 512-471-5908.

3. Once the completed appeal form is received, the case will be added to the agenda of the next scheduled State Executive Committee meeting.

4. The UIL office will notify the DEC Chair and involved schools of the appeal, and the following paperwork should be submitted as soon as possible, but preferably no later than seven (7) calendar days prior to the scheduled SEC meeting:

• Previous Athletic Participation Form (PAPF) for the student-athlete.

• Minutes from the DEC meeting which state that the student-athlete was ruled ineligible due to “Changing Schools for Athletic Purposes”.*

• Any information that was presented and used to determine the ruling at the District level.

• Any new information NOT heard by the District Executive Committee.

*Or appropriate ruling for the case.

5. The University Interscholastic League is mandated by a 7-day posting regulation by the Open Meetings Act.  Agendas and packets of information are processed under these timelines.  All necessary participants (Parents, DEC chairs, Sending Schools and Receiving Schools) will be sent the agenda under this timeline.

6. Each student-athlete appeal is given 45 minutes at the State Executive Committee meeting. The committee will hear from the student-athlete and/or the student-athlete’s family, the sending school, the receiving school (if necessary), and the District Executive Committee chair. Other involved parties may testify at the discretion of the SEC chair. The student-athlete and/or family is given time to make closing remarks. A ruling is issued at the end of each case.

Appealing an Ejection from a Contest

1. When ejected, a coach will receive a letter in which they can accept the penalty or appeal it to the State Executive Committee. If a coach wishes to appeal, the must complete the letter of choice and return as instructed in the letter.

2. Once the completed appeal form is received, the case will be added to the agenda of the next scheduled State Executive Committee meeting, and the coach and athletic director will be notified.

3. Any additional documentation that the coach or athletic director would like the committee to review should be submitted as soon as possible, but preferably no later than seven (7) calendar days prior to the scheduled SEC meeting.

4. The University Interscholastic League is mandated by a 7-day posting regulation by the Open Meetings Act.  Agendas and packets of information are processed under these timelines.  All necessary participants will be sent the agenda under this timeline.

5. Coach ejection appeals are given 30 minutes. The coach and the athletic director (or whomever is accompanying the coach) will testify. Other involved parties may testify at the discretion of the SEC chair. A ruling is issued at the end of each case.
