AUSTIN— The Legislative Council of the University Interscholastic League met Tuesday and Wednesday to hear proposed rule changes and make decisions on policy changes.
The Legislative Council voted to create a Game Day Cheer Competition as a pilot program for the 2015-16 school year. Continuation of the pilot program beyond the 2015-16 school year will require formal action by the full UIL Legislative Council.
The council also passed two measures related to sports officials that will go into effect for the 2014-15 school year. The first proposal amends Section 1204 of the UIL Constitution and Contest Rules related to the registration of sports officials. The passage of House Bill 1775 by the Texas Legislature allows for UIL to register sports officials under certain limitations with certain requirements. This proposal changes Section 1204 to accommodate for those changes and establish a Sports Officials Executive Committee.
The second proposal creates a Sports Officials Executive Committee that will provide direction and oversight concerning the UIL Constitution and Contest Rules related to sports officials. The committee will be composed of five member school administrators and four at-large members, each representing a sports officials chapter or association. The committee will be responsible for interpreting and enforcing rules from the UIL Constitution and Contest Rules related to sports officials and hearing appeals of sports officials found ineligible for UIL sports officials registration. In no event shall the committee have any jurisdiction in regards to any protests or otherwise determining the outcome of any games or contests.
All rules approved by the Legislative Council must be approved by the Commissioner of Education before taking effect.
Other proposals for rule changes made during the public hearing on Tuesday, or discussed in the standing committees may be brought before the Legislative Council during its annual October meeting.
